Which codes apply to MEP drawings in Arizona?

Arizona has no statewide building code for private construction. Each city and county adopts its own.

In Arizona, building codes are adopted locally. Phoenix, Tucson, Mesa, Scottsdale and the counties each choose which editions of the International Codes and the National Electrical Code to enforce, and when to update them. The City of Phoenix, for example, has moved to the 2024 International Codes, while other Valley cities may still be on earlier editions. That is why we confirm your city's adoption before drafting.

  • Building & residential — IBC and IRC editions adopted locally, with city amendments
  • Electrical — NEC, edition chosen by each jurisdiction
  • Plumbing — mostly IPC; check your city, as some jurisdictions differ
  • Mechanical & fuel gas — IMC and IFGC
  • Energy — IECC, with editions and local amendments that vary widely between cities

Some Arizona jurisdictions have amended or opted out of parts of the energy code for residential construction, so the energy documentation a reviewer expects in one city may differ from the next.

What Arizona plan reviewers look for

Arizona's desert climate drives most of the MEP plan-review comments we see.

  • Cooling-dominated HVAC sizing — Phoenix and Tucson are in hot-dry climate zone 2B, so accurate Manual J cooling loads matter more than rules of thumb. Oversized equipment is a common comment.
  • Attic and rooftop equipment — equipment, ducts and refrigerant lines in hot attics or on roofs need correct clearances, platforms and access shown on plan.
  • Solar PV and battery interconnection — electrical drawings often need to show existing or planned PV, battery storage and panel capacity.
  • Evaporative cooling — makeup water and drainage for evaporative coolers on plumbing and mechanical sheets.

Do Arizona MEP drawings need a PE stamp?

It depends on your project and your AHJ — we check before you pay.

Arizona requires engineering work to be done by a registrant of the state board, and most Arizona cities require sealed MEP drawings for commercial buildings. Many single-family remodels and additions can be permitted without an engineer's seal, depending on the city.

Engineers who seal drawings in Arizona are licensed by the Arizona State Board of Technical Registration (BTR). If your project needs sealed MEP drawings, we confirm during scoping whether an Arizona-licensed engineer can seal your discipline and scope, and we put that in writing in your quote. If we can't arrange the seal for your project, we tell you up front, so you can have your own engineer of record review and seal the set. You never pay for drawings you can't submit.

Arizona MEP permit drawing FAQ

Does Arizona have a statewide building code?
No. For private construction, Arizona codes are adopted by each city and county. Phoenix uses the 2024 International Codes with local amendments, and other cities may use different editions.
Do Arizona MEP drawings need a PE stamp?
Commercial MEP drawings usually need an Arizona-registered engineer's seal. Many residential projects don't. We confirm your city's rule before quoting.
Do I need a Manual J for an HVAC permit in Phoenix?
Many Valley jurisdictions expect load calculations for new HVAC systems and for replacements that change capacity. We include Manual J/S/D in every residential HVAC set.
