Home/Pennsylvania/Codes in Force

Which codes apply to MEP drawings in Pennsylvania?

Pennsylvania enforces the statewide Uniform Construction Code, now based on the 2021 International Codes.

The Pennsylvania Uniform Construction Code (UCC), administered by the Department of Labor & Industry, applies across the state. Pennsylvania moved the UCC to the 2021 International Codes in January 2026, with state amendments. Philadelphia and Pittsburgh enforce the UCC through their own large departments, and Philadelphia adds its own local amendments.

  • Building & residential — 2021 IBC and IRC with Pennsylvania amendments
  • Mechanical & fuel gas — IMC and IFGC
  • Plumbing — IPC (Philadelphia applies its own plumbing amendments)
  • Electrical — NEC as referenced by the UCC
  • Energy — IECC as adopted in the UCC

Some municipalities opted out of local enforcement, so a third-party inspection agency reviews your plans instead. We confirm who your reviewer is before drafting.

Home/Pennsylvania/Local Requirements

What Pennsylvania plan reviewers look for

What Pennsylvania reviewers commonly ask for.

  • 2021 code changes — the move to 2021 editions changed energy and ventilation requirements, and reviewers check sets against the new edition.
  • Energy compliance — envelope, HVAC and lighting documentation (COMcheck/REScheck or equivalent).
  • Philadelphia filings — sets formatted for L&I review, which has its own amendments and submission rules.
  • Cold-climate HVAC — Manual J/S/D for climate zones 4 and 5.
  • Gas piping and boilers — common on older Pennsylvania row homes and renovations.

Home/Pennsylvania/PE Stamping

Do Pennsylvania MEP drawings need a PE stamp?

It depends on your project and your AHJ — we check before you pay.

Pennsylvania requires sealed drawings from a Pennsylvania-licensed design professional for most commercial buildings. Many one- and two-family residential projects can be permitted without a seal.

Engineers who seal drawings in Pennsylvania are licensed by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists. If your project needs sealed MEP drawings, we confirm during scoping whether a Pennsylvania-licensed engineer can seal your discipline and scope, and we put that in writing in your quote. If we can't arrange the seal for your project, we tell you up front, so you can have your own engineer of record review and seal the set. You never pay for drawings you can't submit.
