Which codes apply to MEP drawings in North Carolina?

North Carolina writes its own statewide code, the North Carolina State Building Code.

North Carolina adopts its own statewide code volumes through the Building Code Council, based on the International Codes but with substantial NC-specific changes. The 2024 North Carolina State Building Code became mandatory on July 1, 2025. Local governments enforce it but generally can't change its technical requirements, so it's the same code in Charlotte as in Asheville.

  • NC Building Code and NC Residential Code
  • NC Mechanical Code and NC Fuel Gas Code
  • NC Plumbing Code
  • NC Energy Conservation Code
  • NC Electrical Code, the NEC with North Carolina amendments
  • NC Fire Code for sprinkler and alarm requirements

NC's code volumes differ from the model International Codes in ways that matter for MEP design, including residential energy requirements and plumbing details. We design to the NC volumes, not the model codes.

North Carolina cities and counties we prepare drawings for

One statewide code, enforced county by county and city by city.

  • Charlotte & Mecklenburg County — Mecklenburg County Code Enforcement (LUESA) handles plan review across the county
  • Raleigh — City of Raleigh Development Services
  • Wake County — Wake County Permit & Inspections for unincorporated areas; Cary and Apex have their own offices
  • Durham — City-County Inspections
  • Greensboro & Winston-Salem — each city's inspections and permitting department
  • Wilmington, Asheville, Fayetteville & High Point — plus every other North Carolina city and county

In Mecklenburg County, a single county agency reviews projects for Charlotte and most surrounding towns, and it has detailed submittal standards. We format Charlotte-area sets to match.

What North Carolina plan reviewers look for

What North Carolina plan reviewers commonly flag.

  • NC-specific energy requirements — residential and commercial energy compliance under the NC Energy Conservation Code, which differs from the model IECC.
  • HVAC load calculations — Manual J/S/D across climate zones 3 to 5, from the coast to the mountains.
  • Electrical service sizing — load calculations and panel schedules under the NC Electrical Code, including heat pumps and EV chargers.
  • Commercial MEP coordination — tenant upfits in Charlotte and Raleigh need coordinated mechanical, plumbing and electrical sheets that match the architectural plans.
  • Gas piping — sizing and isometrics under the NC Fuel Gas Code.

Home/North Carolina/PE Stamping

Do North Carolina MEP drawings need a PE stamp?

It depends on your project and your AHJ — we check before you pay.

North Carolina requires sealed drawings from a North Carolina-licensed design professional for many commercial projects, based on occupancy, size and construction cost. Most one- and two-family dwellings can be permitted without an engineer's seal. Your local code official confirms what applies.

Engineers who seal drawings in North Carolina are licensed by the North Carolina Board of Examiners for Engineers and Surveyors (NCBELS). If your project needs sealed MEP drawings, we confirm during scoping whether a North Carolina-licensed engineer can seal your discipline and scope, and we put that in writing in your quote. If we can't arrange the seal for your project, we tell you up front, so you can have your own engineer of record review and seal the set. You never pay for drawings you can't submit.

Home/North Carolina/Process & Turnaround

How the North Carolina permit drawing process works

Fixed price and delivery date, confirmed in writing before we start.

  1. Free consultation — tell us about the project, the address and the permit office.
  2. Send your plans — architectural floor plans in PDF or DWG (sketches work for small residential jobs).
  3. Code check & fixed quote — we confirm the code editions and submittal checklist your North Carolina AHJ uses, then send a fixed price and timeline.
  4. Drafting & your review — residential sets usually take 5–7 business days, light commercial 7–14. You mark up, we revise.
  5. Submittal & plan-review comments — you get PDF and DWG files ready to upload; if the reviewer issues comments, we revise the drawings at no extra charge until approval.

Which code edition does North Carolina use?
The 2024 North Carolina State Building Code, which became mandatory on July 1, 2025. It's a statewide code written by the NC Building Code Council.
Do North Carolina MEP drawings need a PE stamp?
Many commercial projects do, depending on occupancy, size and cost. Most single-family homes don't. We confirm your project's requirement before quoting.
Do you prepare drawings for Mecklenburg County plan review?
Yes. We format Charlotte-area MEP sets to Mecklenburg County Code Enforcement's submittal standards.
Is the NC code the same as the International Codes?
No. North Carolina starts from the International Codes but makes significant state-specific changes, especially to the energy and residential codes.
How long does it take to get NC MEP permit drawings?
Usually 5–7 business days for residential and 7–14 for light commercial after we receive complete plans.
Do you serve Raleigh, Durham and Chapel Hill?
Yes. We prepare drawings for the whole Research Triangle, including Raleigh, Durham, Cary, Chapel Hill and Wake County.
